An app keeps requesting a permission I declined

Why would an app ask again after I declined access?

The request may be tied to a feature or a changed setting. Check the app's official explanation and operating system controls; do not grant access solely to dismiss a prompt.

Could the prompt come from opening a feature that needs the permission, even if the app itself has not updated?

That answers my question about why the prompt can reappear. I'll leave the permission off while I check which feature is requesting it.
